The choice between off-plan and ready property in Dubai depends on when you need income, how much cash you can commit and how long you can hold the asset. Off-plan still accounted for most residential purchases in Q3 2026, but market share alone does not establish which option is the better investment.
This guide provides market context and four checks for comparing actual units. Here, ready property means a completed property. It may be vacant, tenanted or require preparation; it is not automatically ready for immediate occupation.
Dubai property market context in 2026
| Measure and period | Reported figure | Source |
|---|---|---|
| All real estate transactions, Q1 2026 | 60,303; AED 252 billion | DLD |
| New investors, Q1 2026 | 29,312; up 14% year on year | DLD |
| Average monthly real estate sales, March–September 2026 | 12,644; down 26% from January–February | S&P Global using DLD data, via The National |
| New real estate units completed, H1 2026 | 24,537; up more than 36% year on year | DLD, via Gulf News |
| Residential units scheduled for handover in 2026, as reported in August | 96,585; 82.9% already sold | fäm Properties / DXBinteract, via Gulf News |
| Residential units under construction, as reported in August 2026 | 564,072; 75.5% already sold | fäm Properties / DXBinteract, via Gulf News |
These measures cover different periods and populations. Total real estate transactions are broader than residential sales. Scheduled handovers are not completed deliveries, and the under-construction total covers multiple years. Pre-sold units are not necessarily occupied or unavailable for future resale.
Off plan and ready shares in the same quarter
| Q3 2026 residential sales | Share of purchases | Share of value |
|---|---|---|
| Off-plan | 72% | 65% |
| Ready / completed | About 28% | About 35% |
Source: Cavendish Maxwell, reported by The National. Ready shares are NIP calculations of 100% minus the reported off-plan shares. The same report records a 38% year-on-year fall in Q3 residential transaction volume and notes registration lags. These figures describe activity, not buyer motives or returns; they do not establish that ready property offers better performance.
How off plan and ready property compare
| Factor | Off-plan | Ready property |
|---|---|---|
| Rental income | After handover, preparation and letting | Under the reviewed existing lease, or after preparation and letting |
| Payment timing | Unit-specific instalments; handover and any post-handover balance | Cash or mortgage funds at transfer, subject to the agreed terms |
| What can be inspected | Plans, specifications and recorded construction progress | The unit, building, running costs and any current lease |
| Risks to assess | Delivery, funding, quality and competing supply | Condition, tenancy, vacancy, running costs and resale demand |
| DLD registration fee | 4% total; confirm allocation and other charges | 4% total; confirm allocation and other charges |
| Exit | Assignment conditions, approvals, fees and buyer demand | Transfer requirements, tenancy, mortgage release and buyer demand |
DLD lists 2% for the seller and 2% for the purchaser in both registration services. Confirm the contractual allocation and obtain an itemised estimate of all applicable registration, trustee, brokerage and financing charges. The 4% registration fee is not the full cost of buying.
Step 1 Match the property to your income timing
A vacant ready unit needs transfer, preparation and a tenant before rent begins. For a tenanted unit, review the existing lease, rent, payment record and the allocation of rental receipts at transfer. Completion does not guarantee immediate possession or income at the advertised rent.
An off-plan unit normally earns no rent during construction. Fund the full payment schedule and allow a buffer for delayed completion, preparation and letting. Assess the expected start of income separately from the return percentage.
Step 2 Verify the payment plan
Obtain the full dated schedule for the actual unit, including handover and any post-handover payments. Launch advertisements may not show today’s terms. For an off-plan resale, confirm what is payable to the seller, what remains payable to the developer and the transfer charges. If using a mortgage, compare the deposit, fees, repayment schedule and the rate after any fixed period ends.
Step 3 Benchmark similar units and calculate the cash flow
Compare homes with similar locations, sizes, layouts, views, finishes and occupancy status. Use completed sales and signed leases rather than asking prices or citywide averages. The fictional example below assumes a cash purchase of an unfurnished ready apartment. It excludes financing, capital appreciation and sale proceeds.
| Item | Assumption or result |
|---|---|
| Purchase price | AED 2,000,000 |
| Acquisition and preparation costs | AED 140,000 |
| Total invested capital | AED 2,140,000 |
| Annual scheduled rent | AED 140,000 |
| Vacancy and collection loss (5%) | AED 7,000 |
| Rent collected | AED 133,000 |
| Service charges | AED 20,000 |
| Management including any VAT (assumed 7% of collected rent) | AED 9,310 |
| Maintenance allowance | AED 5,000 |
| Other operating costs allowance | AED 3,000 |
| Operating income before finance | AED 95,690 |
| Gross yield on purchase price | 7.00% |
| Operating return on total invested capital | 4.47% |
Every input is an assumption, not a market benchmark or quotation. Gross yield is scheduled rent divided by purchase price. Operating return deducts the stated operating costs and divides the balance by total invested capital. Refundable deposits are excluded. Replace allowances with actual quotations, including insurance and letting costs, before assessing a property.
If an otherwise comparable off-plan unit takes two years to start earning rent, the ready unit would generate AED 191,380 of operating income over those two years under unchanged assumptions. This is an illustrative income difference, not a required off-plan price discount or a total-return comparison. Payment dates, returns on unspent cash, handover costs, financing where relevant, future values and exit costs must also be considered. Vacancy, rent and expenses can change.
Step 4 Check the property and the exit route
For off-plan, verify project registration, the developer’s delivery record, the contract and written assignment conditions. Use DLD’s project tracking services or Dubai REST to review available progress information, and confirm the registered project escrow details before payment. These checks improve visibility but do not guarantee handover dates or returns.
As historical context, Khaleej Times reported Fitch’s estimate that 97,000 of 174,000 projected units were delivered during 2022–2024, about 56%. This is a market-level delivery comparison, not an on-time completion probability for an individual project.
For ready property, inspect the unit and common areas, verify ownership documents and review any tenancy. Obtain the building’s current service-charge statement and check approved charges in DLD’s Service Charge Index. A neighbourhood range cannot replace the building-specific figure.
For both options, assess comparable resales and competing units in the same community and segment. Use scheduled handovers as scenarios, not guaranteed deliveries. High citywide transaction volumes or a large pipeline do not establish how quickly your unit will sell.
Which option fits your investment goal
| Priority | Option to assess | Check first |
|---|---|---|
| Income in the near term | Ready property | Lease evidence, actual costs and availability |
| Staged deployment of capital | Off-plan | Confirmed schedule and affordable final payments |
| Inspecting before purchase | Ready property | Condition, management and current use |
| Longer holding period | Either | Entry price, future competition and exit costs |
The NIP view
Off-plan may fit a buyer who can fund the schedule and wait for completion. Ready property may fit a buyer seeking earlier income and more observable operating evidence. The 2026 figures provide context, not a universal preference. Decide on a dated cash-flow comparison for the actual units and a realistic exit plan, rather than a headline yield or booking percentage.
Investor checklist before buying
- When do you need rental income to start?
- Can you fund every payment and a delay buffer?
- Do signed leases for similar units support your rent assumption?
- Have you checked project status, ownership and the relevant documents?
- Which comparable properties could compete with yours when you sell?
Frequently asked questions
Is off-plan or ready property better in Dubai
Neither is automatically better. Ready property can suit earlier income needs; off-plan can suit staged payments and a longer wait. Compare the actual price, costs, cash flow and exit conditions.
Are ready and ready-to-move properties the same
Not always. Ready means completed in this guide. A completed home may be tenanted or need work. Ready-to-move should be used only when lawful possession and the unit’s condition allow occupation. Verify availability, tenancy and handover requirements.
What share of Dubai residential purchases was off-plan in Q3 2026
Cavendish Maxwell, reported by The National, put off-plan at 72% of purchases and 65% of value. The corresponding ready shares are approximately 28% and 35%. These are Q3 figures, not full-year shares.
How do off-plan payment plans work
Terms differ by unit and developer. A schedule may include booking, construction, handover and post-handover payments. Obtain the complete current schedule and confirm that every payment is affordable.
What are the DLD registration fees
DLD lists 4% in total for both initial off-plan sale registration and completed-property sale registration, shown as 2% for each party. Confirm the allocation in your agreement and budget separately for other applicable charges.
How can I check an off-plan project
Confirm registration, available progress records through DLD or Dubai REST, registered escrow details and the developer’s delivery history. Review the contract as well. Registration and progress checks are not guarantees of a delivery date.
Can I sell off-plan property before completion
It may be possible, subject to the contract, developer assignment conditions and applicable approvals. Confirm payment thresholds, charges and buyer demand before relying on an early exit.
