Dubai’s office market combines high occupancy with a changing pace of rental and sales activity. Business Bay and DIFC offer distinct evidence of demand: office transactions in Business Bay and company growth and pre-leasing in DIFC. CBRE reported approximately 94% occupancy across Dubai and 16% annual prime rental growth in Q2 2026 [1]. These citywide figures are not separate rates for either district or for Grade A offices alone.
This guide walks investors through the 2026 figures, what they mean for income and risk, and how to choose between the two districts. We begin with the numbers that frame the market.
Dubai office market 2026: key figures
| Figure | Value | Source |
|---|---|---|
| Office occupancy, Dubai | About 94% | CBRE, Q2 2026 [1] |
| Rent growth, all offices | +13% a year | CBRE, Q2 2026 [1] |
| Prime rent growth | +16% a year | CBRE, Q2 2026 [1] |
| Average office rent | AED 238 per sq ft per year | Savills, Q2 2026 [2] |
| DIFC active companies | 10,018 | DIFC, H1 2026 [3] |
| DIFC rent growth | +17.1% a year | Cavendish Maxwell, H1 2026 [5] |
| Business Bay office sales | 814, first in Dubai | Cavendish Maxwell, H1 2026 [5] |
| Dubai office sales value | AED 4.35 billion | CRC Property, Q3 2026 [6] |
These indicators cover different periods, market segments and research samples. Annual rental growth can coexist with unchanged rents over a single quarter. Average rents from different providers should not be treated as directly comparable without checking their coverage and methodology.
What changed in the Dubai office market in 2026
Savills reported that Q2 2026 was the first quarter without growth in its average office rent series since the first half of 2021, while new leasing transactions increased [2]. By Q3, CRC reported a shift towards smaller office sales [6].
| Measure | Result | Period |
|---|---|---|
| Average rent | AED 238 per sq ft per year; unchanged quarter on quarter | Q2 2026 |
| New office leases, DLD coverage excluding DIFC | 27,121, up 16% quarter on quarter [2] | Q2 2026 |
| Office sales | 1,123 deals, up 11.7% on Q2 | Q3 2026 |
| Sales value | AED 4.35 billion, down 42% on Q2 | Q3 2026 |
| Average deal | About AED 3.87 million | Q3 2026 |
These results suggest greater selectivity rather than establishing a market-wide turning point. Rental assumptions should be tested against comparable premises and the relevant period. For the wider market, see our analysis of Dubai property sales in August 2026. The DLD leasing figures above exclude DIFC; they cannot establish which of the two districts has stronger tenant demand [2].
Office space for rent in Dubai: the DIFC demand evidence
DIFC’s company base expanded through June 2026 [3]. Its 2025 annual report recorded full occupancy at Gate Village and Gate District [4]. Those precinct figures are historical observations, not a current vacancy rate for the entire district.
| Measure | Figure | Period |
|---|---|---|
| Active companies | 10,018; versus 8,844 at end-2025 | End-June 2026 versus end-2025 |
| New active registered companies | 2,318 | 12 months to end-June 2026 |
| Regulated financial firms | 1,134, up 16% year on year | H1 2026 |
| Workforce | 50,200, up 9% year on year | 2025 |
| Gate Village and Gate District | 100% occupied | 2025 |
| DIFC Square | 600,000 sq ft; 100% pre-leased before handover [9] | Completion and phased handover announced March 2026 |
These are signs of a growing business base and strong demand for specific office locations. They do not quantify current Grade A vacancy across all of DIFC. One new company does not necessarily create a new lease: firms may share premises or use flexible offices.
Business Bay provides a different data point: recorded office sales. Comparing sales activity with company registrations does not establish the relative strength of tenant demand.
Business Bay offices: where buyers have been most active
Business Bay was Dubai’s busiest office sales market in the first half of 2026 [5]. By the third quarter, buying had spread further across the city [6].
| Period | Business Bay | All Dubai |
|---|---|---|
| H1 2026 | First, with 814 sales | AED 15.8 billion; about 2,600 deals; 65% off-plan |
| Q3 2026 | Overtaken by Downtown Jebel Ali (nearly 30% of deals) | AED 4.35 billion; 1,123 deals |
Strong sales demonstrate purchasing activity, but they are not the same as tenant demand. Buyers can be investors or owner-occupiers, and an uncompleted office is not yet available for normal tenant occupation and rental income. Our Business Bay area guide covers the district in more depth.
Whichever district you prefer, the building matters more than the address, so it helps to be precise about what Grade A really means.
What makes an office Grade A?
Grade A is a market classification whose criteria can differ between research providers. Check the specification and management of each building rather than treating the label as a uniform certification. For an investor, the practical question is which features meet an identifiable tenant requirement.
| Feature | What to look for |
|---|---|
| Floor plate | Efficient, regular layout |
| Building systems | Fast lifts, modern cooling and back-up power |
| Connectivity | Fibre and a strong mobile signal |
| Access | Parking, Metro and easy visitor arrival |
| Management | Professional operator and well-kept shared spaces |
These features can improve a building’s suitability for occupiers, but they do not guarantee tenant quality, retention or returns. The following comparison sets out considerations rather than a ranking of the districts.
DIFC vs Business Bay: which suits your investment?
| Factor | DIFC | Business Bay |
|---|---|---|
| Transaction checks | Verify the property interest, permitted use and applicable DIFC procedures | Verify title, permitted use, registration and building rules for the selected property |
| Occupier examples | Banks, funds and law firms | Corporates, SMEs and owner-occupiers |
| Evidence cited, not directly comparable | 10,018 companies at H1 2026; rent growth 17.1% year on year [3][5] | 814 office sales, first in H1 2026 [5] |
| Project examples and status | DIFC Square; completion and phased handover announced March 2026 [9] | Two examples below planned for 2029–2030 [7][8] |
| Investment assessment | Match the unit and price to a specific occupier requirement | Match the unit and price to a specific occupier requirement |
DIFC has a documented financial-services business base, while the Business Bay examples below illustrate different office formats. Neither evidence set establishes that one district universally offers stronger demand or better investment returns.

New Business Bay office projects
Both projects are presented as off-plan developments. Assess their delivery timing, specifications and costs against the requirements of a plausible future occupier [7][8].
| Factor | HQ by Rove | Bureau Lamar |
|---|---|---|
| Developer | IRTH | Lamar Development |
| Format | Furnished modular offices | Full floors, one tenant each |
| Unit size | Studios from 625 sq ft | 10,000–12,000 sq ft per floor |
| Published area measures (different bases) | 120,000 sq ft of amenities | 741,840 sq ft of offices |
| Completion | Q1 2029 (expected) | Q4 2030 (planned) |
| Potential occupier fit (illustrative) | Smaller firms | Larger occupiers |
Treat both as planned supply: details are indicative, and Bureau Lamar’s WELL, LEED and WiredScore ratings are targets rather than awards. If you are weighing a finished office against one still under construction, our guide to off-plan vs ready property in Dubai sets out the trade-offs.
With the options laid out, here is how NIP reads the market.
The NIP view: what this means for investors
Savills reports limited Grade A availability alongside stable average rents in Q2 2026 [2]. Together with the change in Q3 sales activity, this supports a more selective approach: assess specification, management, price, costs and comparable leases for each building. The evidence does not establish a precise shortage across both districts or guarantee outperformance for higher-specification offices.
This is NIP’s interpretation of the cited evidence, not a forecast of prices or returns.
Before committing to any unit, work through the checklist below.
Investor checklist before buying an office
- Who will rent it? Match the size and fit-out to real tenant demand.
- Is it shell and core, fitted or furnished, and who pays for the fit-out?
- What is the full yearly cost, including service charges and empty periods?
- Do signed leases, not asking rents, support your expected income?
- For off-plan space, what will be delivered, when, and on what payment plan?
FAQs for office investors
Is Grade A office space in Dubai in demand in 2026?
Savills reported resilient demand and limited Grade A availability in Q2 2026 [2]. CBRE’s approximately 94% occupancy and 16% annual prime rental growth provide wider Dubai context [1]; they are not Grade A-only or district-specific measures. Assess each unit using its own price, costs and lease evidence.
What is Grade A office space?
Generally, higher-quality office accommodation with efficient floor plates, reliable building systems and professional management. Criteria can differ by provider, so review the building specification and supporting evidence.
DIFC or Business Bay: which is better for investors?
DIFC offers an established financial-services business base. Business Bay includes the modular and full-floor formats discussed here. The available data does not rank their leasing demand or investment returns; compare the specific building, price, costs and target occupier.
Are Dubai office rents still rising?
Savills reported unchanged average office rents quarter on quarter in Q2 2026 [2], while CBRE reported prime rents 16% higher year on year [1]. Both can be true because the comparison periods and research samples differ.
Should I buy an off-plan office in Business Bay?
Assess the developer, construction and delivery schedule, payment plan, fit-out obligations, costs and comparable rents. The two examples in this article have announced completion dates of Q1 2029 and Q4 2030; these dates do not describe all Business Bay office projects.

Research note: reviewed on 21 October 2026 using the cited 2025, H1, Q2 and Q3 2026 releases. Reporting periods and geographical coverage differ and are identified in the text. Project details are published plans, not independently verified construction progress. No project-specific yield is provided because current unit prices, costs and achieved rents have not been verified together.
